Justin Finan has more than 17 years of service with the Henrico County Division of Fire and serves as Deputy Fire Marshal and the County’s Hazardous Materials Coordinator. He oversees hazardous materials response, environmental crime investigations, regulatory enforcement, and coordination with local, state, and federal partners. His work includes chemical releases, Tier II reporting, underground utility incidents, environmental enforcement, and complex fire and explosion investigations.

Justin has also been extensively involved with emerging hazards associated with energy storage systems (ESS), lithium-ion batteries, and battery-related fires and incidents in Henrico County. His work has included response planning, code and regulatory issues, incident investigation, and coordination with industry and public-safety partners as these technologies continue to expand.

He holds degrees in Police Studies, Fire, Arson & Explosion Investigation, and Safety, Security & Emergency Management and is an IAAI-CFI, NAFI CFEI, CVFI, and CFII. Justin serves on state and national committees related to hazardous materials, utility safety, fire prevention, and codes and standards, and regularly provides instruction on hazardous materials, investigations, environmental enforcement, and emerging risks.
