The National Waste & Recycling Association invites industry leaders and professionals to join us on June 11 for our Legislative Fly‑In at the U.S. Capitol. Held immediately after the Waste Leadership Summit and the NWRA Annual Awards Gala at the Washington Hilton, this event provides a timely and impactful opportunity to connect with policymakers and continue the momentum from our week of industry engagement.

This coordinated advocacy day provides members with the opportunity to engage with Congressional offices to discuss federal policy priorities impacting the waste and recycling industry. Through these meetings, participants will help advance policies that support safe operations, sustainable materials management, workforce development, recycling innovation, and responsible infrastructure investment.

The Fly-In Program Includes:

  • Exclusive briefing sessions on key activity in Congress impacting the profession, new regulations and implementation plans, and NWRA's legislative priorities.
  • Pre-event virtual training on advocacy, communicating your “ask”, and building relationships with your elected leaders — including pre-event webinars.
  • Networking with your NWRA peers from across the country.
  • Tips on continuing valuable relationships with your elected officials once you return home.

Our Federal Priorities:

PFAS/CERCLA

ASK: Provide a statutory CERCLA PFAS liability exemption for passive receivers; case-by-case settlements don’t fully protect against cost-recovery risk and aren’t a workable solution.

LITHIUM BATTERIES

ASK: Pass battery EPR to fund collection and education; improper disposal of lithium batteries in bins drives fires, injuries, and facility/property damage.

rPET CLOSURES

ASK: Stop cheap/mislabeled imported rPET from undercutting U.S.recyclers - support verification + tracking and trade remedies to protect domestic recycling jobs and capacity.

Meetings will take place in U.S. Capitol and House and Senate office buildings. Participants should plan for a full day on Capitol Hill.

Security & Identification:
All participants must comply with U.S. Capitol security procedures.

  • A valid government-issued photo ID is required for entry
  • Standard security screening should be expected
  • Large bags and prohibited items are not permitted

Additional security guidance will be shared prior to the event.

Dress Code:
Business professional attire is required. Participants should plan for walking between Capitol Hill buildings and dress accordingly.
